The Election Observation Mission is deployed by the European Union (EU) at the invitation of the Government of the Democratic Republic of Congo to observe the November 28, 2011 general and presidential elections.
The EU EOM DRC 2011 is composed of a core team of nine experts from five Member States of the European Union.
It is headed by the Chief Observer, Mariya Nedelcheva, Member of Parliament. This team is assisted by 46 long-term observers (LTOs) and 92 Short Term Observers (STOs).

The observers are from 27 EU Member States, as well as Norway, Switzerland and Canada. They will receive a 5 days training upon their arrival in Kinshasa. This training focuses on specific political, electoral and cultural features of the Democratic Republic of the Congo and the use of the observation material.
After training, observers join their constituencies in pairs to observe the pre-campaign and the electoral campaign, election, ballot counting, aggregation of results as well as the electoral and post-electoral disputes.
48 hours after the election, the EU EOM makes an opening statement. Four months later, a final report including the Mission's findings and recommendations is presented.
The EU EOM follows an observation methodology that has been developed and perfected by the European Union around the world for fifteen years.
