Edward SCICLUNA (Malta) - Chief Observer

Edward SCICLUNA Edward Scicluna is a seasoned economist and Member of the European Parliament for the Maltese Labour Party since 2009. He is Vice-Chairman of the Committee on Economic and Monetary Affairs and a member of the Delegation to the ACP-EU Joint Parliamentary Assembly. Formerly, he was a professor and head of the economics department of the University of Malta. Dr Scicluna has been a consultant for unions, employers' associations, private companies and the United Nations. During a long career, he has won a reputation for credibility while heading important institutions such as the Malta Council of Economic and Social Development, the Malta Financial Services Authority as well as being an Electoral Commissioner for many years in his home country. He holds a doctorate from the University of Toronto. Dr Scicluna has also chaired political discussion programmes organised by the Malta Broadcasting Authority.

Graham ELSON (United Kingdom) - Deputy Chief Observer

Graham  ELSON Graham Elson has a broad professional background in industry, politics, elections and international programmes supporting democracy. In private industry he was General Manager of the operating division of a multi-national corporation. He entered politics in the UK when he was elected to his local council in 1976, eventually to become elected leader of an English County Council. In 1989 he was appointed General Secretary of the Liberal Democrat party. Graham left UK politics in 1998 to pursue a career in election observation and democratisation programmes. He has extensive experience in the field, having observed elections in over 20 countries worldwide, most recently in Bangladesh, Cambodia, Sudan and Kenya.

Naledi LESTER (Denmark) - Election Analyst

Naledi LESTER Naledi Lester has worked as an election observer since 2003, participating in EU missions in Central and South America, Africa and the Middle East. Among other positions, she has worked as a technical assistant in Rwanda, human rights and gender analyst in Afghanistan and election analyst in Ethiopia. Prior to election observation, she worked on refugee issues, as a legal representative for asylum-seekers and later as a researcher.

Manuel WALLY (Austria) - Legal Analyst

Manuel WALLY Manuel Wally served as legal expert on the Carter Center Mission observing the general election in Sudan in 2010 and the presidential elections in Ivory Coast in 2010. There, he drafted a legal opinion on the Constitutional Council's decision to overturn the election results announced by the Electoral Commission. For the past fifteen years, Manuel has worked in civil society as well as on electoral campaigns, most recently Barack Obama’s in 2008. He holds a PhD from the University of Salzburg in Austria and a law degree from the University of London.

Marian GABRIEL (Slovakia) - Political Analyst

Marian GABRIEL Marian Gabriel has a background in political science and history. Since 1998 he has held a number of positions in the field of elections. He has also observed elections for the OSCE/ODIHR in Belarus, Moldova, Kyrgyzstan, Bosnia and Herzegovina, Kosovo, Albania and most recently Azerbaijan. For the EU’s Election Observation Missions and Election Assessment Missions, Marian was election/political analyst in Sierra Leone, Pakistan, Cambodia, Zambia and South Africa. He has also worked as an Election Desk Officer for the Human Rights and Democratisation Unit of the then External Relations Department of the European Commission, covering Sri Lanka, Fiji, Yemen and Zambia. Prior to this Marian was a political adviser to the Prime Minister of Slovakia.

Jocelyn GRANGE (France) - Media Analyst

Jocelyn GRANGE Jocelyn Grange has extensive experience in election support and journalism. He managed the media monitoring of the 2010 election in Ivory Coast for Reporters Without Borders and was a long-term observer for the European Union Election Observation Missions in Burundi and Togo before that. He spent four years in the occupied Palestinian territory researching a PhD in political science and another two as a reporter for the French international broadcaster, RFI. He then based himself in Indonesia covering events in the region for five years for the French daily newspaper Le Figaro.

Paul ANDERSON (Ireland) - Press Officer

Paul ANDERSON Paul Anderson has spent his career in international journalism. He worked for the BBC for almost 20 years, during which he was posted as a correspondent to Ukraine, Russia, Serbia and most recently to Pakistan. Four years ago he set up a small production company, to concentrate on video and documentary-making for the international development community in countries caught in, or emerging from, conflict. This work has taken him to Pakistan, Afghanistan, Iraq, India, Chad, Sudan and the Caucasus.

Vera LOURENCO (Portugal) - Observer Coordinator

Vera LOURENCO Vera Lourenco has served on election observation missions in Guinea, Ethiopia, Togo and Ghana since 2007 in a variety of roles. Previously, she has worked with government, civil society and development organisations dedicated to young delinquents and development and infrastructure in Africa, in her native Portugal and Switzerland. Vera is currently completing two Masters Degree courses in applied political science and international relations.
